Obama vows to press ahead on fiscal cliff solution

(AP) ? President Barack Obama says he'll press ahead with Congress in hopes of preventing across-the-board tax increases set to strike taxpayers Jan. 1 after House GOP leaders unexpectedly put off a vote on legislation calling for higher rates on million-dollar earners Thursday evening.

The measure "did not have sufficient support from our members to pass," House Speaker John Boehner, R-Ohio, conceded in a brief statement.

At the White House, Press Secretary Jay Carney said that Obama's "main priority is to ensure that taxes don't go up on 98 percent of Americans and 97 percent of small businesses," citing statistics associated with Obama's campaign promise to increase top tax rates on households earning more than $250,000 a year.

"The President will work with Congress to get this done and we are hopeful that we will be able to find a bipartisan solution quickly that protects the middle class and our economy," Carney said. Pointedly, the statement didn't say whether Obama would work with Boehner to revive stalled talks or turn first to the Democratic-controlled Senate to try to salvage the situation.

Boehner's attempt to tactically retreat from a longstanding promise to maintain Bush-era tax rates for all was designed to gain at least some leverage against Obama and Senate Democrats in the "fiscal cliff" endgame. Thursday's drama was a major personal defeat for the Speaker, who retains the respect and affection of his tea party-infused conference, but sometimes has great difficulty getting them to follow his leadership.

What Boehner called his "Plan B" was crafted to prevent tax increases set to kick in Jan. 1 on virtually every taxpayer. But it also would have provisions that would have let rates rise for those at the upper income range ? a violation of long-standing Republican orthodoxy that triggered opposition inside the party.

The hope was that successful House action on the measure would force Senate Democrats to respond. But Senate Majority Leader Harry Reid, D-Nev., made is clear that Plan B would have been dead on arrival in the Senate.

"Speaker Boehner's plans are non-starters in the Senate," Reid said.

Boehner announced he would move to Plan B after testing the waters with fellow Republicans regarding a possible pact with Obama on tax increases of $1 trillion ? including the breakthrough proposal on higher tax rates ? and finding them not very receptive.

Thursday's events leave little time for Obama and bruised lawmakers to prevent across-the-board tax increases and deep spending cuts from taking effect with the new year. Economists say the combination threatens a return to recession for an economy that has been recovering slowly from the last one.

The House will not meet again until after Christmas, if then, and the Senate is expected to meet briefly on Friday, then not reconvene until next Thursday.

In his written statement, Boehner said the House has previously passed legislation to prevent all the tax increases from taking effect, and noted that earlier in the evening it had approved a measure to replace across-the-board spending cuts with "responsible" reductions.

In arguing for legislation with a million-dollar threshold for higher tax rates, Boehner said the president has called for legislation to protect 98 percent of the American people from a tax hike. "Well, today we're going to do better than that," he said of the measure that raises total taxes by slightly more than $300 billion over a decade. "Our bill would protect 99.81 percent of the American people from an increase in taxes."

Democrats said that by keeping tax rates unchanged below $1 million ? Obama has offered a compromise $400,000 level ? Republicans had turned the bill into a tax break for the wealthy. They also accused Republicans of crafting their measure to impose a tax increase on 11 million middle class families.

"This is a ploy, not a plan," said Rep. Sander Levin, D-Mich. He accused Republicans of being "deeply cynical," saying the legislation would scale back some education and child tax credits.

A companion bill on the evening's House agenda, meant to build GOP support for the tax bill, called for elimination of an estimated $97 billion in cuts to the Pentagon and certain domestic programs over a decade. It cleared the House on a partisan vote of 215-209 and is an updated version of legislation that passed a little more than six months ago.

Those cuts would be replaced with savings totaling $314 billion, achieved through increases in the amount federal employees contribute toward their pensions and through cuts in social programs such as food stamps and the health care law that Obama signed earlier in his term.

Ironically, the votes were set in motion earlier in the week, after Boehner and Obama had significantly narrowed their differences on a compromise to avoid the fiscal cliff.

Republican officials said that members of the GOP leadership had balked at the terms that were emerging. Democrats said Boehner's abrupt decision to shift to his Plan B ? legislation drafted unilaterally by Republicans ? reflected a calculation that he lacked support from his own rank and file to win the votes needed for the type of agreement he was negotiating with the president.

Asked at a news conference a few hours before the scheduled vote if that were so, Boehner avoided a direct answer. "Listen, the president knows that I've been able to keep my word on every agreement we've ever made," he said.

By any measure, the two bills in the House were far removed from the latest offers that officials said Obama and Boehner had tendered. And the two men don't seem to be that far apart.

Obama is now seeking $1.2 trillion in higher tax revenue, down from the $1.6 trillion he initially sought. He also has softened his demand for higher tax rates on household incomes so they would apply to incomes over $400,000 instead of the $250,000 he cited during his successful campaign for a new term.

He also has offered more than $800 billion in spending cuts over a decade, half of it from Medicare and Medicaid, $200 billion from farm and other benefit programs, $100 billion from defense and $100 billion from a broad swath of government accounts ranging from parks to transportation to education.

In a key concession to Republicans, the president also has agreed to slow the rise in cost-of-living increases in Social Security and other benefit programs, at a savings estimated at about $130 billion over a decade.

By contrast, Boehner's most recent offer allowed for about $940 billion in higher taxes over a decade, with higher rates for annual incomes over $1 million.

The Business Review of Albany, New York recently obtained documents which describe a 3.2-million-square-foot semiconductor factory that would employ at least 1,000 people. That's a nice chunk of work that any city would welcome in such tough times.

It's believed that Oregon and upstate New York are competing to host Azalea's location. New York began pursuing similar contracts about 15 years ago, and secured GlobalFoundries Inc. in 2006, which employs 1,800 people. Of course, Oregon already has a stake in the chip industry with Intel.

Obama promises gun control action early next year

WASHINGTON (Reuters) - President Barack Obama vowed to press for tighter gun laws early next year, as he sought to turn national outrage over the Connecticut school massacre into action to ban assault weapons and ensure better background checks on gun buyers.

Obama held a White House news conference on Wednesday to announce that Vice President Joe Biden will lead an interagency effort to craft new gun policies. The group is expected to offer its proposals in January.

"We know this is a complex issue that stirs deeply held passions and political divides," Obama said. "But the fact that this problem is complex can no longer be an excuse for doing nothing."

Biden and other cabinet members planned to meet with law enforcement leaders from across the country to discuss policy ideas on Thursday, a White House official said.

Obama said he believed most Americans support the reinstatement of a ban on the sale of military-style assault weapons, barring the sale of high-capacity ammunition clips and a law requiring background checks on buyers before all gun purchases, to stop sales at gun shows without such checks.

Saying gun control cannot be the only solution to the problem, Obama also expressed support for making it easier for Americans to get access to mental health care - "at least as easy as access to a gun."

Obama urged Congress to quickly pass new measures next year.

The killing of 20 young children and six adults at a elementary school in Newtown, Connecticut, last Friday has even shifted pro-gun advocates away from long-held views in a way that previous mass shootings have not.

Friday's massacre by a 20-year-old man was the fourth shooting rampage to claim multiple lives in the United States this year.

Under pressure from fellow Democrats, Obama insisted the guns issue would not be ignored this time.

But changing the rules will be difficult.

Most Republicans remain staunchly opposed to tighter gun laws, particularly in the House of Representatives, where the party holds a majority. Robert Goodlatte, a Virginia congressman who will be chairman of the House Judiciary committee next year, said flatly in Roll Call this week he opposed gun control.

With Biden at his side, Obama said the group would give him proposals he could outline in his State of the Union speech in late January. Cabinet members involved include Attorney General Eric Holder, Homeland Security Secretary Janet Napolitano, Health and Human Services Secretary Kathleen Sebelius and Education Secretary Arne Duncan.

"This is not some Washington commission. This is not something where folks are going to be studying the issue for six months and publishing a report that gets read and then pushed aside. This is a team that has a very specific task to pull together real reforms right now," Obama said.

Obama has tapped Biden to lead other high-profile initiatives, including efforts on a deficit-reduction compromise with congressional Republicans in 2011.

WAKE-UP CALL

There have been loud public calls for the president and Congress to act. Nearly 200,000 people signed an online petition demanding that Obama address gun violence. Members of Congress said they had been besieged with messages from constituents.

Obama has done little to rein in America's gun culture in his four years in office. His administration has expanded gun rights by permitting the carrying of firearms in national parks.

Asked why he has been a no-show on the subject until now, Obama defended himself, saying he has been dealing with the worst economic crisis since the Great Depression and wars in Iraq and Afghanistan.

"I don't think I've been on vacation," he said. The Newtown massacre, he said, "should be a wake-up call for all of us."

The Brady Campaign to Prevent Gun Violence had given Obama a failing "F" grade for his record, but praised him on Wednesday. "The urgency with which the president is taking this issue on is a tremendous step forward," Dan Gross, the group's president, said in a statement.

Obama nodded toward Americans who see the Constitution's Second Amendment right to bear arms as sacrosanct.

"What we're looking for here is a thoughtful approach that says we can preserve our Second Amendment, we can make sure that responsible gun owners are able to carry out their activities, but that we're gonna actually be serious about the safety side of this," Obama said.

Some previously adamant opponents of increased gun control have expressed a willingness to discuss reforms.

Even the powerful National Rifle Association, the lobby that has sought time and again to stymie gun legislation, said this week it would be prepared to offer meaningful contributions to ensure there is no repeat of Newtown.

The NRA is holding a press conference on Friday on the issue.

WEAPONS VS MENTAL HEALTH

Democrats have been pushing to take advantage of what some called a tipping point on the gun debate. They promised to introduce a ban on assault weapons early next year and called on House Republican leaders to vote this week on a bill to ban the high-capacity clips.

Republicans have talked more about the mental health of the Connecticut shooter. Some Congressional Republicans said it is a time for a serious discussion of gun violence, but only one, U.S. Senator Scott Brown of Massachusetts, who lost his re-election bid, has come out in favor of an assault weapons ban.

Brown told The Republican/Masslive.com website in an interview he now supports a federal assault weapons ban, saying the Newtown shootings had changed his position. The moderate Republican had previously said he felt banning such weapons was an issue best left to states.

U.S. Representative Ron Barber, who was wounded in a 2011 mass shooting in Arizona that targeted his predecessor, Gabrielle Giffords, welcomed the legislative effort and echoed other Democratic lawmakers' calls to ban military-grade guns.

"We cannot go on blithely believing that we can solve this problem in other ways. We have to look at the weaponry used and we have to look at the people who use it and we have to do something about both," Barber said at a news conference at the Capitol.

Israel gives final approval to housing project on land seized during 1967 war

JERUSALEM ? Defying a wave of international condemnation, Israel on Wednesday gave final approval to a 2,610-unit housing project in a southern Jerusalem area that Palestinians claim should be part of their future state.

The project, called Givat Hamatos, is the first entirely new development approved in 15 years in the Jerusalem area on land Israel seized during the 1967 Middle East War. City officials said the project, which could begin construction in a year, is needed to ease the rising cost of housing.

Palestinians say the development will further divide Arab neighborhoods of East Jerusalem from the West Bank. Officials from the Palestinian Authority threatened to take their complaints about the project to the U.N. Security Council.

The most recent new development built by the Israelis in the Jerusalem area was nearby Har Homa, which was approved in 1997 by Israeli Prime Minister Benjamin Netanyahu during his first term in office.

The Givat Hamatos project is to be built on a site previously used for mobile homes to house Ethiopian immigrants.

Jerusalem Mayor Nir Barkat said the project would include hundreds of units of housing for the adjacent Arab neighborhood of Beit Safafa, though skeptics say the city has rarely expanded Arab housing in Jerusalem in recent years and that previous promises to do so failed to materialize.

Most of the world views Israel?s settlement construction on land it seized during the 1967 war as a violation of international law. In recent weeks, Israel has frustrated many of its closest allies, including the U.S. and Europe, by advancing a string of projects, including the approval this week of 1,500 units in Ramat Shlomo in the northern Jerusalem area.

Netanyahu also said he would approve 3,000 units around the West Bank and restart the approval process for the controversial E1 project on the outskirts of Jerusalem, where an additional 4,000 units are planned. The E1 project had been suspended due to U.S. concerns that it would make a peace deal more difficult.

The string of construction announcements followed Israeli anger over a November vote by the U.N. General Assembly, which upgraded the status of the Palestinian Authority to observer ?state.?

Though the U.S. has opposed settlement construction for decades, the tone of its condemnations has sharpened in recent weeks.

?We are deeply disappointed that Israel insists on continuing this pattern of provocative action,? State Department spokeswoman Victoria Nuland said Tuesday, in response to the Ramat Shlomo decision. ?Israel?s leaders continually say that they support a path toward a two-state solution, yet these actions only put that goal further at risk.?

Britain, France, Germany and Portugal are also preparing a joint statement condemning the expanded construction.

Netanyahu and his supporters defended Israel?s right to build, particularly in the Jerusalem area.

?All Israeli governments have built in Jerusalem,? Netanyahu said Wednesday. ?We?re not going to change that.?

Though Israel annexed the land where Givat Hamatos and Ramat Shlomo are located into what it now considers the Jerusalem municipality, the international community never recognized the moves, saying the borders of the city must be determined through negotiations with Palestinians.

Jerusalem City Councilman Yair Gabai told Israel Radio on Wednesday that the city expanded the number of units in Givat Hamatos by more than 200 in response to the international pressure. ?Increasing the number of housing units is our answer to the international community,? he said.

Critics say Netanyahu is harming Israel?s relations with its allies and proceeding with settlement expansion as a way to appeal to conservative voters in preparation for Jan. 22 national elections.

?He?s trying to prove that he?s really on the right,? said Jeremy Gimpel, one of the candidates on the religious, right-wing party Jewish Home, which opposes the creation of a Palestinian state. ?I?d like to see if those houses ever get built.?

Separately Wednesday, Israel?s Housing Ministry announced that it would begin selling land for more than 1,200 units of previously approved housing in the West Bank and Jerusalem area.

Passing a budget deal without a majority of House Republicans:

"The biggest impediment [to a budget deal] right now is the speaker's ability to get a decent number of Republican votes for an agreement.... One way to get this done ... [would be] if the speaker was willing to bring to the floor of the House a bill that did not necessarily get a majority of Republican votes."

One reason for the slow pace of budget talks:

"I'm getting increasingly concerned that one of the reasons the speaker is deciding to ... string out these discussions is that he wants to wait till Jan. 3, when the election for speaker takes place. And he's concerned that any agreement he reaches [without support of a majority of Republicans] could undermine support for him in his caucus and make it more difficult on Jan. 3."

Why he wants the debt ceiling raised as part of a year-end budget deal:

"Fooling around with the debt ceiling obviously is economically catastrophic."

The legacy of the current Congress:

"The 112th Congress ... as judged by the American people, and also judged by overall work product, has been one of the least productive Congresses certainly in recent history."

Odds for Democrats to regain control of the House in 2014:

"Republicans used the redistricting process to their favor.... I don't think that is going to overcome the fact that the positions they have staked out on issues are so far to the extreme right of where the American people are that Democrats have a big opening with independent voters."

General Motors will repurchase 200 million shares of its own stock currently held by the U.S. Treasury, with the White House announcing plans to sell off its remaining 300 million shares within the next 12 to 15 months.

The automaker will pay?$27.50 for the shares it will acquire, a 7.9% premium over the $25.49 closing price on December 18, 2012 ? but that is also a sharp discount from the $33 price set during GM?s initial public offering in November 2010. And it means taxpayers will lose billions on the sale.

?This announcement is an important step in bringing closure to the successful auto industry rescue, it further removes the perception of government ownership of GM among customers, and it demonstrates confidence in GM?s progress and our future,? said Dan Akerson, chairman and CEO of GM.?

The automaker noted that it will take a $400 million charge against earnings during the fourth quarter in connection with the stock repurchase.

As recently as a week ago, during a holiday event with reporters, CEO Akerson indicated his desire to have the government sell off its stake ? though he gave no indication any move was imminent.? Most analysts had not expected an announcement until sometime in early 2013.

Treasury has been under strong pressure to announce an exit plan ? an issue that failed GOP presidential candidate Mitt Romney repeated frequently during his campaign. He called on the White House to sell off its stake last summer, though at that point GM was trading as low as $18.72 a share.? At that price, the government would have received about $1.5 billion less than it will now get, a total of $5.5 billion for the initial 200 million share sell-off.?

Industry analysts had estimated a sale price of $53 would be needed to recoup the government?s full investment in General Motors, however.?

Both sides have been looking for a way to sell off the government?s remaining stake in what Washington calls ?an orderly fashion.?? There was clear concern that simply dumping 500 million shares onto the market all at once would cause havoc ? and sharply depress GM?s stock price.

It is likely, insiders suggest, that the remaining 300 million shares will be sold off in chunks, rather than en masse, to minimize any market disruption.?

There is also clear hope that as the economy continues to improve ? and with auto sales expected to continue rebounding after a strong close to 2012 ? GM?s share price will continue its upward momentum.

There are some issues that continue to nag the automaker, however, most notably its ongoing problems in Europe, where it is expected to report a loss for all of 2012 running between $1.5 billion and $1.8 billion, it recently signaled.?

As part of the latest move, the government will remove some of the restrictions it had placed on General Motors as part of the 2009 bailout which ultimately totaled $49.5 billion.

While Akerson last week said the government had ?stayed out? of GM?s day-to-day management, contrary to some early concerns, he nonetheless chafed over limits the White House had placed on senior management salaries.? It also barred GM ? and Chrysler, which also received a 2009 bailout ? from owning corporate aircraft.

Salaries and bonuses will almost certainly rise to match those at competing makers, such as Ford, industry observers anticipate.? And GM could announce plans to acquire new jets within a matter of weeks.

The automotive bailout proved extremely controversial, far more than the much larger rescue of U.S. banks. GM officials have acknowledged that their research shows some potential buyers won?t purchase products from what has been derisively called ?Government Motors.?? It?s unclear if the planned sell-off of stock will overcome that aversion.

But the likely loss of billions of dollars by the time all government stock is sold off ? at the $27.50 share price, the ultimate loss would amount to around $12.75 billion ? will continue to fuel debate.

For their part, White House officials defended the bailout and the newly announced stock repurchase by pointing out the long-term benefits to the country.

"The auto industry rescue helped save more than a million jobs during a severe economic crisis," U.S. Treasury Assistant Secretary for Financial Stability Timothy Massad said. ?But (the rescue plan) was always meant to be a temporary, emergency program. The government should not be in the business of owning stakes in private companies for an indefinite period of time.?

Support Groups- Some of our more sensitive groups, such as the Coming Out group, require facilitators with special skill sets that don?t come free. Education- Our education funding covers Saskatoon and area, but we never say no when a request for a speak comes from rural Saskatchewan, even if an honorarium is unavailable. Gifts given to Education will be used to offset the costs of travel and lodging for when we are needed.

ACC Drop in Beautification- This has been a year of things wearing out in our drop-in centre, which is last place we tend to spend on. Three of our dinner tables, 2 coffee tables, the oven, a desk,and our large area rug have all given out on us recently, and the walls could use a coat of paint. Any gifts given to beautify the centre will be used to find quality, attractive, and whenever possible, used items to replace those that have been lost?so that our space can continue to be a comfortable and welcoming environment.

Men?s Sexual Health- HIV/AIDS, and other STIs continue to be a problem issue for gay men, who have a shorter life expectancy that can be attributed in part to homonegativity in the medical system and lack of proper education around sexual health . Gifts given in this category will be used to help raise public awareness around men?s sexual health and to support the ACC?s Thursday evening sexual health clinic for men.

A little goes far?Over the summer The ACC had a respected 2 Spirit practicum student who made major in-roads with the 2 Spirit community. She took youth to their first sweat and taught them about sacred herbs- traditions that urban youth miss out on. She prepared traditional meals and hosted sharing circles that entire families attended. With an honorarium and supply funding, we could continue progress with this doubly stigmatized segment of the queer community.

A young person came to us after a suicide attempt and came out as Trans. She is not ready yet to be out with her conservative family, but has found the ACC and the Gender Revolution group to be places where she can use her preferred pronoun, and has since? made connections in order to begin her transition. She continues to become more comfortable with herself, but it still fragile.

London's "Cheesegrater" tower filling up with insurers

LONDON (Reuters) - Lloyd's of London insurer Amlin is to rent eight floors in the so-called Cheesegrater, a skyscraper being built in the City financial district in London, highlighting a growing split in the property market.

Amlin will rent 111,000 square feet from developer British Land and Canadian partner Oxford Properties from March 2015 for an undisclosed rent, the firms said on Monday.

It is the latest in a series of companies to take space in The City's insurance district, a trend in stark contrast with the dead market for bank lettings.

It means the 224-metre tower will be at least 51 percent full when it opens in 2014. Its official name is the Leadenhall Building but the building has been termed the Cheesegrater because of its tapering wedge shape that narrows at the top to avoid blocking views of sites such as St Paul's Cathedral.

The tower is located in the EC3 postcode district, an area popular with the insurance industry because of the proximity of the Lloyd's of London building.

While agreeing a deal so far from completion will be welcomed by British Land shareholders because it lowers the risk of having an empty building, it also implies the terms offered - such as the rent-free period - were generous, Investec analyst John Cahill said.

"The incentive is to get the building filled up rather than hold out for higher rents, which is a more sensible use of shareholder funds. The rent is probably somewhere in the middle of the 45 pounds to 65 pounds per square foot range."

Large investment banks that have traditionally occupied much of the space in the City, an area of around a square mile roughly centred on the Bank of England, are slashing jobs, reducing their need for offices.

The insurance sector, by comparison, is doing relatively well due to its counter-cyclical nature.

Last month Land Securities and Canary Wharf Group, majority owned by Songbird Estates, said it let 30,000 square feet in the nearby Walkie-Talkie skyscraper to Lloyd's syndicate Ascot Underwriting.

U.S. insurer W.R. Berkley is also planning to build its own 40-storey skyscraper in the City.

Developers are faring worse elsewhere.

A skyscraper at 100 Bishopsgate is still hunting for its first letting to trigger construction and the nearby Pinnacle skyscraper has stalled as a stump in the ground after failing to sign a major tenant against the backdrop of a legal row between the developer and builder.

On the south side of the Thames, the Shard, the European Union's tallest skyscraper, has failed to sign an office tenant since opening to great fanfare in July.

Among these conditions, he noted autoimmune problems such as multiple sclerosis and type 1 diabetes, Chron?s disease, inflammatory bowel disorder, and serious allergic reactions. Health experts state that country kids are much less likely to have immune system problems than city kids.

As long as there have been humans, there has been dirt. Those that support the hygiene hypothesis believe that mud, untreated water and feces exposure were early training tools for immune system development. With the passing of time, it has become evident that the bugs people were once exposed to were for a purpose, to keep the immune system in balance. Without this exposure, the immune system begins to go after things that are not really enemies.

One study published in the journal of?Science?reports that exposure to microbes when young helps with disease resistance later in life. Adult exposure to the same microbes did not present the same results. In particular, immune cells in the digestive tract and the lungs were affected. This means that if these cells are not trained early through exposure to microbes, experiencing a number of respiratory and digestive problems later on in life could be the result. This includes an increase in allergies and asthma.

Through becoming less afraid of dirt and bacteria you will not only give your immune system the training it needs, but also cut down on exposure to dangerous chemicals like triclosan ? found in antibacterial soap.?Triclosan dangers?are many, with the chemical even shown to weaken the heart and body within 1 hour: impairing essential muscle contractions and resulting in a?25 percent reduction in heart function in one study.

The hygiene hypothesis is not a license to go live with the pigs;?good sanitation and hygiene is essential to keeping major diseases such as dysentery and cholera at bay. However, parents who cringe when their children come in from playing outdoors covered in mud?well, shouldn?t. Don?t be afraid of getting a little dirty. Bacteria is?essential for immunity.

Poll: 21% of Small Business Owners Will Cut Their Workforce in 2013

A recent poll from the Wells Fargo/Gallup quarterly survey shows that U.S. small business owners are growing ?increasingly pessimistic? as the new year approaches, finding that 21 percent of small business owners? expect to decrease their workforces in the next 12 months to a level not seen since Aug. 2003.

Wells Fargo small business head Marc Bernstein attributed the potential decline in confidence in part to the possibility of going over the ?fiscal cliff,? or the automatic tax hikes and defense cuts scheduled to occur if Congress and the White House do not reach a budget deal by the end of this month.

?Business owners who navigated through the Great Recession now face more uncharted territory created by ongoing uncertainty in Washington,? he said.

?These owners know that potential federal government spending cuts and tax changes can create a ripple effect, hitting the pocketbooks of consumers and reducing spending that could hit small businesses hard,? Bernstein added.

The Well Fargo/Gallup small business index survey, conducted Nov. 12-16, polled 607 random small business owners (those running companies that make $20 million per year or less) and asked ?Over the next 12 months, do you expect the overall number of jobs or positions at your company to increase a lot, increase a little, stay the same, decrease a little, or decrease a lot??

In the month of November alone, 21 percent of small business owners said they expect to decrease the number of jobs at their companies, the largest number in that category since Wells Fargo and Gallup began conducting the survey in Aug. 2003.

Meanwhile, 17 percent of small business owners said in November that they expect to increase their workforces in 2013, down three percent since July and the lowest since Nov. 2011.

Gallup noted that it is typical for the majority of small business owners to expect neither an increase nor a decrease in their workforce sizes, consistent with the results of the survey, which found that 61 percent of small business owners do not expect the number of workers they employ to change in 2013.

The survey analysis notes that six key factors were used to determine the outlook on small business hiring: financial situation, cash flow, revenues, capital spending allocation, hiring, and credit availability.

Oregon approves tax deal for Nike expansion

SALEM, Ore. (AP) ? A deal proposed by Nike Inc. to create hundreds of jobs in Oregon in exchange for a guarantee that the state won't change a favorable corporate tax structure prompted state lawmakers to approve emergency legislation Friday.

Critics have questioned the timing and purpose of the special session, but rather than head out on holiday vacations, the state's part-time legislators met in Salem on four days' notice to consider whether to give the world's largest athletic shoe and apparel company the assurances it demanded.

The deal is evidence of the lengths Oregon leaders will go to in order to protect the state's best-known company, and the economic footprint, with its trademark swoosh, that it has in the state.

"We have a wonderful, wonderful company that's going to be remaining in Oregon because of what we're doing here today," said Democratic Sen. Ginny Burdick of Portland.

Gov. John Kitzhaber's decision to call the special session stunned lawmakers who didn't see it coming, underscoring that even as tax incentives have become a common tool for politicians to lure large employers, Nike's deal is unconventional.

The meeting cost taxpayers $13,000 and came less than two months before the regular legislative session was set to convene. It is aimed at maintaining the status quo, rather than approving new tax breaks.

Such factors led Kitzhaber to acknowledge the emergency legislative session was "extraordinarily awkward."

Still, Nike plans to create 500 or more jobs and invest at least $150 million in an expansion if the so-called "single sales factor" tax benefit remains in place, according to the Democratic governor. The governor will sign the bill, potentially as soon as next week, spokesman Tim Raphael said.

It was unclear whether Nike would actually move to expand outside of Oregon ? a company spokeswoman refused to say ? but the mere threat was enough to prompt action.

In a statement, Nike spokeswoman Mary Remuzzi thanked legislators for acting "quickly and decisively."

"This is a very positive step forward, not only for our company but for the state of Oregon," the statement said.

The prospect of many new workers is critical in a state that has no sales tax, limited property taxes and relies heavily on personal income taxes, said Republican Rep. Vicki Berger of Salem.

Nike employs thousands of people in Oregon, many of them at its headquarters in relatively high-wage jobs, including legal, design, sales, information technology and corporate strategy.

Company officials have been mum about their expansion plans, refusing to say where they'll build or what the new workers will do.

The company's presence near Beaverton, a Portland suburb, has helped make the area a hub for athletic and outdoor apparel companies. Columbia Sportswear's global headquarters is in Beaverton, and Adidas has its North American headquarters in Portland.

Nike has deep roots in Oregon, where it was created in the 1960s by a former middle-distance runner and his college track coach. Together, Phil Knight and Bill Bowerman built the company into one of the globe's most influential brands.

Knight also is the largest contributor to University of Oregon athletics, and his money is considered a key factor in vaulting the school's football program into national prominence.

Kitzhaber has said Nike approached his staff about a month ago, saying the company was being courted by other states but would expand in Oregon if officials promised to keep in place the substantial tax benefits for companies that employ many people in Oregon but sell most of their goods elsewhere.

The legislation passed Friday would authorize the governor to give Nike that promise for up to 30 years.

A handful of people opposed to the legislation set up anti-Nike signs in front of the Capitol as lawmakers met inside.

"You cannot do this in such a rushed manner, and this is just not an emergency," Susan Barrett of Portland told lawmakers.

Connecticut gun rampage: 28 dead, including 20 schoolchildren

NEWTOWN, Connecticut (Reuters) - Twenty schoolchildren were slaughtered by a heavily armed gunman who opened fire at a suburban elementary school in Connecticut on Friday, killing at least 27 people including himself in the one of the worst mass shootings in U.S. history.

The 20-year-old gunman, who law enforcement sources identified as Adam Lanza, fired what witnesses described as dozens of shots at Sandy Hook Elementary School in Newtown, Connecticut, which serves children from ages 5 to 10.

Authorities found 18 children and seven adults, including the gunman, dead at the school, and two children were pronounced dead later after being taken to a hospital. Another adult was found dead at a related crime scene in Newtown, bringing the toll to 28, state police Lieutenant Paul Vance said.

As reports of the shooting spread, panicked parents rushed to the school searching for their children as students covered in blood were being carried out of the building.

President Barack Obama, wiping away tears and pausing to collect his emotions in an address to the nation, mourned the "beautiful little kids between the ages of 5 and 10 years old" who were killed.

"Our hearts are broken today, for the parents, and grandparents, sisters and brothers of these little children and for the families of the adults who were lost," Obama said, his voice cracking.

"Our hearts are broken for the parents of the survivors as well, for as blessed as they are to have their children home tonight, they know that their children's innocence has been torn away from them too early and there are no words that will ease their pain," said Obama, who has two young daughters.

"Evil visited this community today," Connecticut Governor Dannel Malloy told reporters.

The New York Times reported that the gunman walked into a classroom where his mother was a teacher, shot his mother and then 20 students, most in the same classroom, before shooting five other adults and killing himself. One other person was shot at the school and survived, the Times said.

Other media reports said the gunman's mother was found dead at a house nearby.

Adam Lanza's brother, Ryan Lanza, was "either in custody or being questioned," a law enforcement source said.

The gunman was dead inside the school, Vance said. The Times reported he used a Sig Sauer and a Glock, both handguns, and said police also found at the scene a Bushmaster .223 M4 carbine, a rifle, that they believe belonged to him.

The holiday season tragedy was the second shooting rampage in the United States this week and the latest in a series of mass killings this year, and was certain to revive a debate about U.S. gun laws.

POLICE, PARENTS SWARM SCHOOL

Chaos struck as children gathered in their classrooms for morning meetings at Sandy Hook Elementary in Newtown, a wealthy, wooded suburb of 27,000 in Fairfield County, about 80 miles northeast of New York City.

Images from the scene showed children being led away in single file, each child's hands clutching the shoulders of the one in front. Police wearing body armor and carrying rifles swarmed the scene and locked down the school.

Distraught parents converged, frantically searching for their daughters and sons. Neighbors and friends wandered in shock, looking for information.

"We can't believe this," said Kinga Walsh, 47, a mother of four who was Christmas shopping when she heard there had been a shooting at the school. "Newtown is a quiet, nice place. It's a small, tight-knit community."

Nearly 12 hours later, the bodies of the dead children, adults and gunman remained in the school awaiting identification.

Obama ordered flags flown at half-staff at U.S. public buildings.

"As a country, we have been through this too many times," Obama said, ticking off a list of recent shootings.

"We're going to have to come together and take meaningful action to prevent more tragedies like this, regardless of the politics," Obama said in apparent reference to the influence of the National Rifle Association over members of Congress.

Obama remains committed to trying to renew a ban on assault weapons, White House spokesman Jay Carney said.

The Connecticut shootings appear certain to trigger renewed debate over U.S. gun laws. New York Mayor Michael Bloomberg, founder of the advocacy group Mayors Against Illegal Guns, said it was "almost impossible to believe that a mass shooting in a kindergarten class could happen.

"We need immediate action. We have heard all the rhetoric before. What we have not seen is leadership - not from the White House and not from Congress," he said. "That must end today."

Outside the White House gates, about 200 people rallied on a cold evening in favor of gun restrictions.

French President Francois Hollande, in an open letter to Obama, said he was "horrified" by the shootings. British Prime Minister David Cameron said, "It is heartbreaking to think of those who have had their children robbed from them at such a young age, when they had so much life ahead of them."

U.N. Secretary General Ban Ki-moon expressed his condolences and called the targeting of children "heinous and unthinkable."

BLOODIED CHILDREN LEAVE SCHOOL

Vance said the shootings took place in two rooms of Sandy Hook Elementary. Witnesses reported hearing dozens of shots; some said as many as 100 rounds.

"It was horrendous," said parent Brenda Lebinski, who rushed to the school where her daughter is in the third grade. "Everyone was in hysterics - parents, students. There were kids coming out of the school bloodied."

Lebinski said a mother who was at the school during the shooting told her a "masked man" entered the principal's office and may have shot the principal.

Melissa Murphy, who lives near the school, monitored events on a police scanner.

"I kept hearing them call for the mass casualty kit and scream, ?Send everybody! Send everybody!'" she said. "It doesn't seem like it can be really happening. I feel like I'm in shock."

The toll exceeded that of one of the most notorious U.S. school shootings, the 1999 rampage at Columbine High School in Littleton, Colorado, where two teenagers killed 13 students and staff before killing themselves.

A girl described to NBC Connecticut hearing seven loud "booms" while she was in gym class. Other children began crying and teachers moved the students to an office, she said.

"A police officer came in and told us to run outside and so we did," the unidentified girl said on camera.

The United States has seen a number of shooting rampages this year, most recently in Oregon, where a gunman killed two people and then himself at a shopping mall on Tuesday.

The deadliest came in July at a midnight screening of a Batman film in Colorado that killed 12 people and wounded 58.

In 2007, 32 people were killed at Virginia Tech university in the deadliest act of criminal gun violence in U.S. history.

A major new study shows that post-menopausal survivors of breast cancer are more likely to develop diabetes than controls without breast cancer. Furthermore, the relationship between breast cancer and diabetes varies depending on whether a breast cancer survivor has undergone chemotherapy. The study is the largest to explore this relationship so far, and is published in Diabetologia, the journal of the European Association for the Study of Diabetes (EASD).

An association between diabetes and cancer is becoming increasingly recognised. For instance, women with diabetes have an estimated 20% higher risk of postmenopausal breast cancer. As breast cancer survival rates continue to improve, it is becoming increasingly important to understand the long-term health consequences for survivors as they age. However, to date little research has been carried out on the risk of post-menopausal breast cancer survivors developing diabetes.

In this population-based study, Dr Lorraine Lipscombe (Women's College Hospital, Women's College Research Institute, Toronto, ON, Canada) and colleagues used population-based data from Ontario, Canada to compare the incidence of diabetes among women aged 55 years or older with breast cancer, from 1996 to 2008, with that of age-matched women without breast cancer. They further explored this relationship based on whether the patient had undergone chemotherapy.

They found that, of 24,976 breast cancer survivors and 124,880 controls, 9.7% developed diabetes over a mean follow-up of 5.8 years. The risk of diabetes among breast cancer survivors compared with women without breast cancer began to increase two years after diagnosis, with a 7% increased risk that rose to 21% after 10 years. Among those who received adjuvant chemotherapy (4,404 patients) almost the opposite relationship was found: risk was highest in the first two years after diagnosis (a 24% increased risk compared with controls) and then declined to an 8% increased risk after 10 years.

Dr Lipscombe says: "It is possible that chemotherapy treatment may bring out diabetes earlier in susceptible women. Increased weight gain has been noted in the setting for adjuvant chemotherapy for breast cancer, which may be a factor in the increased risk of diabetes in women receiving treatment. Oestrogen suppression as a result of chemotherapy may also promote diabetes; however this may have been less of a factor in this study where most women were already post-menopausal."

Other factors that may play a part for women with chemotherapy are the glucocorticoid drugs used to treat nausea in chemotherapy, known to cause spikes in blood sugar (acute hyperglycaemia), and the fact that women undergoing chemotherapy could be monitored more closely and thus are more likely to have diabetes detected. A reason that risk decreased in the chemotherapy group over time could be that many of the at-risk women developed diabetes in the first two years, and were thus no longer followed up. In addition, the effects of glucocorticoids are known to wear off over time.

The researchers are unsure why the breast cancer survivors who did not receive chemotherapy saw their risk of diabetes increase compared with control women without cancer. "There is, however, evidence of an association between diabetes and cancer, which may be due to risk factors common to both conditions," says Dr Lipscombe. "One such risk factor is insulin resistance, which predisposes to both diabetes and many types of cancer? initially insulin resistance is associated with high insulin levels and there is evidence that high circulating insulin may increase the risk of cancer. However, diabetes only occurs many years later when insulin levels start to decline?therefore it is possible that cancer risk occurs much earlier than diabetes in insulin-resistant individuals, when insulin levels are high."*

Banking deal boosts EU leaders in fighting crisis

BRUSSELS (Reuters) - European governments clinched a landmark deal on bank supervision and approved long-delayed aid to Greece on Thursday, trumpeting the agreements as signs the bloc is getting a grip on its problems after three years of deep crisis.

Leaders meeting in Brussels for their sixth and final summit of 2012 faced warnings about complacency however, as they gear up for a tough new year that will see Italian and German voters go to the polls, and may bring a full bailout of Spain.

EU finance ministers agreed after marathon overnight talks to create a single banking supervisor for the euro zone and like-minded countries. The 27 leaders were set to give their stamp of approval at a summit that opened in a mood of optimism.

The release of nearly 50 billion euros in fresh aid for Greece, the heavily indebted state where the crisis began in 2009, averted a catastrophic default and the risk of a Greek exit from the currency zone.

"Since the summer, we have made a lot of progress in our efforts to overcome the immediate crisis in the euro zone," European Council President Herman Van Rompuy told the leaders as he opened the summit. "The worst is now behind us but of course much still needs to be done."

At the summit, held days after the EU received its Nobel Prize in Oslo, leaders were to discuss closer fiscal integration in the currency union, a drive that some officials worry has lost momentum since ECB President Mario Draghi calmed markets by pledging in July to do "whatever it takes" to save the euro.

European officials acknowledge privately that bolder steps towards closer integration of the single currency area will be on hold until after a German general election next September.

After a hectic year of crisis management, during which Greece had a close brush with the euro zone exit, the bloc appears to be heading into 2013 on a positive note.

ECB President Mario Draghi hailed the deal on banking supervision, the first stage towards a banking union with more pooled sovereignty, as an important step towards a stable economic and monetary union.

German Chancellor Angela Merkel, Europe's most powerful leader, said the agreement would boost trust and confidence in the euro zone. And Olli Rehn, the EU commissioner for economic and monetary affairs, said "Cassandras" who had predicted disaster for the euro and a Greek exit had been proven wrong.

But there is little time to relax. The next stages of banking union - creating a resolution fund for winding up troubled banks and coordinating deposit guarantees to protect savers - will be fought over even harder. And then there will be political and financial hurdles to negotiate through the year.

"The fact that the situation in the financial markets is now better than before should not be seen by the governments as a way to procrastinate," European Commission President Jose Manuel Barroso told reporters.

RECESSION LOOMS

Much of southern Europe faces another year of grinding recession with record unemployment and deepening poverty that will tear at the fabric of wounded societies and may push governments' efforts to reduce deficits further off course.

With Silvio Berlusconi vowing to contest an Italian election early next year, a full bailout of Spain still on the cards and the German vote casting a long shadow, 2013 promises to be the EU's fourth turbulent year in a row, even without the risks from bailout countries Greece, Ireland and Portugal.

The immediate priority is to finalize the legal framework for banking union and get European Parliament backing. Then the ECB must hire staff and decide how to carry out its mandate. It is not expected to be fully operational before March 2014.

Under the deal sealed on Thursday, officials said the ECB would regulate some 150 to 200 banks directly - all major cross-border lenders and state aided institutions - with the power to delve into all 6,000 banks in case of problems.

Non-euro Britain, Sweden and the Czech Republic, the most skeptical EU members, allowed the agreement to go through but said they would not be joining the banking union. Other non-euro members left the decision open.

Completing such a complex process would be one of the EU's biggest achievements since the region's debt crisis first erupted three years ago. The aim is to begin to sever the so-called doom loop between indebted banks and shaky governments that has hit Ireland and Spain particularly hard.

Still, creating a full banking union, with powers to wind down failed banks and guarantee deposits across the euro zone, is likely to take several years. And it forms just part of the bloc's masterplan to bolster the architecture of the euro zone and prevent a repeat of the crisis that has threatened to tear the single currency project apart.

It promises to be a long and tortuous journey requiring political commitment from euro zone and non-euro members alike, something that countries such as Britain, with a restive Eurosceptic population, will find particularly stressful.

Each step towards closer union means a greater surrender of sovereignty by independent nations and spurs a political backlash, especially in times of economic hardship, social tension and high unemployment.

Van Rompuy and the heads of the European Commission, ECB and Eurogroup put forward a bold blueprint for closer euro zone fiscal, economic and political integration to the sumit.

But Merkel has lowered expectations for progress now on that agenda, saying EU leaders should focus on steps notably to improve economic competitiveness that can be implemented in the coming months.

She is determined not to frighten German taxpayers with talk of sharing more liability for banks or debts, and wants to avoid any such decisions until after the election in Germany, with campaigning already beginning to warm up.

While the debt crisis continues to weigh heavily on Europe's economy, leaders will have to navigate the pitfalls of electoral politics in Italy, Germany, Cyprus and elsewhere.

Italy is a particular concern if the next government rows back on any of the economic reforms put in place by technocrat Prime Minister Mario Monti, whose time in office has helped stabilize financial markets and stave off the crisis.

Several participants at a pre-summit meeting of centre-right leaders in Brussels urged Monti to stand as a candidate in an election expected in February, but he gave no indication of his intentions, a person at the meeting said.

Many European leaders fear a return of the erratic billionaire Berlusconi, who abruptly changed course on Wednesday, saying he would step aside if Monti agreed to lead the centre-right into the election.

Meanwhile, the original sovereign-debt problems in Greece will not be fully resolved, while Ireland and Portugal face a struggle to emerge from their bailout programs and regain market access by the end of 2013.

Greece's successful buying back of its own debt will help reduce its debt burden and will ensure that the next slice of emergency funds is released by the euro zone and International Monetary Fund, but there is a growing acknowledgement that Athens will need debt forgiveness in the years ahead.
